For the Pressure Cooker
Heat the oil in the stovetop pressure cooker over high heat or use the suate
setting for the electric pressure cooker. Saute the bell pepper, spring onion,
white onion and garlic until fragrant, about 3 minutes.
Stir in the coconut milk and red pepper flakes and lower the heat to low
medium for the stovetop pressure cooker or cancel cooking for the electric
Add the parsley and season with salt.
Add the rice and water and sprinkle in the coconut flakes. Close the lid.
